Smart Start Preschool Program
A Strong Start for Every Child
The Smart Start Preschool Program at Barnum Early Childhood Center (ECC) is a full-day preschool program paid for by the state and overseen by the Connecticut Office of Early Childhood. Public schools don’t offer preschool to every child, so Smart Start helps families who might not otherwise be able to send their child to preschool.
Our curriculum is based on the Connecticut Early Learning and Development Standards. Smart Start classrooms are inclusive, so children of all abilities learn together. Each classroom is taught by a dual-certified teacher and supported by paraeducators.
Smart Start is for children who are at least 4 years old by September 1 of the year they enroll. Children from families with incomes below 75% of the state median income, and children who are English language learners, get priority for placement. After that, we consider other applicants regardless of income.
Program highlights include:
- Full-day classes, Monday–Friday, 8:20 a.m.–2:50 p.m.
- Snack, lunch, and rest time every day
- An inclusive classroom model that brings together students of all abilities

- Before- and after-school care through the YMCA, for an extra fee
Additionally, we provide related services, such as Speech/Language Therapy, Occupational Therapy, and Physical Therapy, within the classroom setting.
Parents are actively involved in all aspects of their child’s program and are encouraged to attend parent meetings upon request. Both parents and teachers collaborate to share observations, set objectives, and develop effective strategies for daily activities at school and home.
